Traffic flows smoothly along 31st Street between Memorial Drive and Mingo Creek following the 1983 completion of a 1980 sales tax project that provided funds for widening the road to four lanes. This view, looking east from Memorial Drive, was taken following completion of the 31st Street and Memorial Drive intersection project, which explains why the curbs are connected instead of having gaps as they did in 1983. East of Mingo Creek, the 1977 bond issue provided funds to widen the 31st Street and Mingo Road intersection and 31st Street between Mingo Road and the Mingo Valley Expressway. The project also included replacing bridges on Mingo Road north of 31st Street and on 31st Street near 101st East Avenue. The Mingo Creek bridge on 31st Street is the only section that wasn't widened or rebuilt between Memorial Drive and the Mingo Valley Expressway. This photograph was taken November 21, 1986.
